DHAKA: Prime Minister Sheikh Hasina asked the officials of public administration ministry to take effective measures in accelerating work process in the ministry.
She said that the objective of the government is to go forward.
Public administration ministry is the ‘heart’ of the administrative machineries. But it is observed that many files are remained pending here. The proposals sent here face hassles of long drawn process.
She told the officials that the concerned persons must take urgent decisions.
The PM also raised the long drawn process of the finance ministry. She stressed the need for building a good teamwork among the ministries involved in the development process of the country.
She made the assertions Sunday morning while visiting the ministry.
The State Minister for Public Administration Ismat Ara Sadique and its senior secretary Kamal Abdul Naser Chowdhury were present in the ministry along with other officials.
The Prime Minister gave instructions to simplify the appointment procedures, particularly in appointing teachers and doctors. She also advised them to simplify the process of appointment of police.
To simplify the appointment procedures she suggested opening separate wings of the ministry. She put emphasize on the trainings of the government officials to make them more efficient and capable.
She asked for quality training with longer duration. The prevailing training is not sufficient and effective for which the officials are disinterested. She suggested for longer training because the present 4-month training is not helpful for becoming good officials.
She expressed her intentions on the prevailing necessity of dividing Dhaka division into three administrative divisions. She said that this division is most thickly populated, so, it is difficult to run the administration in a single division.
There should be another division at least. Meanwhile, we have announced Mymensingh as another new division, she added.
Many officials do not want to leave the capital city on many pretexts. But, if you want to give services to people, you have to leave the capital city, she said.
The PM said that it would have been the best if we could make the existing Dhaka division into three divisions. This can be done on the basis of population and in that case, people would be benefited.
These would also help create employment opportunities bringing double benefit – one is services to the people and another is employment.
However, we must think about the financial involvement. So, let there be two divisions now, she added.
The PM further said, we must leave the colonial ideas in administration. Time has changed, so, we should move with new ideas and mindset.
She told the administrative officials to take initiatives for arranging their residential accommodation facilities.
The PM asked them to use the vacant places for accommodation.
She told the officials that for residential accommodation they should see not only the capital city but also outside the capital.
She wanted to know from the officials why initiatives are not taken.
The PM informed the officials that the pay commission reports of 2013 will be implemented soon.
Informing the officials, the PM said that the field-level administration is very much important and the administration would soon be decentralized.
In future, the budget will be framed according to the needs and possibilities of grass-root requirements. The PM also raised the measures taken by Awami League for building a pro-people and dynamic administration.
